Tab 7 (1) : Overseas Employment Scheme by GOI

Those Indian nationals, who wish to go overseas for the purpose of employment, need to get an emigration clearance. Prior to this, they have to clear an emigration check that establishes whether a person is mentally and physically fit to go abroad or not. The emigration office also reviews whether the country where the candidate intends to go for employment is safe for him or not. Emigration check under the Overseas Employment Scheme by the Government of India is for the purpose of safety and security of the Indian citizens.

For getting emigration clearance, either visit the office of Protector of Emigrants of your city or the nearest city or apply online.

Tab 7 (2): Employment Guidelines for Emigrants

For the benefit of the prospective emigrants, there are certain guidelines issued by the Ministry of Overseas Indian Affairs. Follow these guidelines for your own safety and security.

General Guidelines
  • Deal only with those recruiting agents who have registration certificate and authorised license issued by the Protectors of Emigrants (POEs)
  • Do not deal with sub-agents as they are not permitted under the Emigration Act, 1983
  • Carefully go through the Employment contract and review the salary details and other terms and conditions of the service
  • Ask the recruiting agent for the Demand Letter and Power of Attorney from the foreign employer
  • Do not pay the recruiting agent other than the service charges amounting Rs. 2000 for un-skilled workers, Rs.3,000 for Semi-skilled, Rs. 5,000 for Skilled workers and Rs. 10,000 for other than the above
  • Ask for the receipt of the payment and prefer paying through Demand Draft or cheque rather than in cash
List of Registered Agents

The Ministry of Overseas Indian Affairs has published a list of Registered Agents for the benefit of Indian Nationals aspiring to go abroad for the purpose of employment. Do not deal with any other recruiting agent than the ones having a valid registration certificate issued by the Protectors of Emigrants (POEs).

Black Listed Foreign Employers

There are certain employers who have been blacklisted by the Ministry of Overseas Affairs. Prospective emigrants need to avoid any kind of dealing with them. For a detailed list of these black listed foreign employers.
